HEADQUARTERS, WASHINGTON, DC

MARTIN ALILIO, Senior Policy Advisor and Research Director

Martin AlilioDr. Martin Alilio, Senior Policy Advisor and Research Director for NetMark, is a specialist in health systems research and evaluation, with a particular focus on health services planning and management. Dr. Alilio has expertise in quantitative and qualitative research methods and public health policy. His experience is in the development of a system of metrics that equips researchers, service providers, and policy makers with the information that would allow effective targeting of public interventions, especially those that address mosquito-borne diseases.

With NetMark, Dr. Alilio has been concentrating his efforts on malaria in sub-Saharan Africa, particularly on finding a sustainable way of making insecticide-treated nets available to those vulnerable to malaria. His latest publications include "Are Multilateral Malaria Research and Control Programs the Most Successful? Lessons from the Past 100 Years in Africa;" "Malaria Control at the District Level in Africa: The Case of Muheza District, North-eastern Tanzania;" "Tying up lions: Multilateral Initiative on Malaria Communications; the First Chapter of a Malaria Research Network in Africa;" and "Conquering the Intolerable Burden of Malaria: What's New, What's Needed," all in the Volume 71 No.2, 2004 issue of the American Journal of Tropical Medicine and Hygiene.

Dr. Alilio received his Ph.D. in Health Planning (1999) from the University of Copenhagen, a Diploma in Tropical Medicine (1994) from the University of Basel, and a B.Sc. in Economics (2003) from the University of Maryland. Dr. Alilio also has a M.Sc. from the University of London, a BA from the University of Dar es Salaam, and a certificate of healthcare management from Harvard University.

CAROL BAUME, Senior Research & Evaluation Officer

Carol BaumeDr. Carol Baume, Senior Research and Evaluation Officer, is a specialist in applied research for project planning and evaluation, particularly in health communication and behavior change interventions. Dr. Baume has expertise in qualitative, quantitative, and market research methods, and in a range of subject areas in health and development. Her experience ranges from the design and execution of practical, focused formative research to the design and management of formal evaluations, including large cross-national studies.

Dr. Baume has concentrated her efforts in the past several years on malaria. In addition to her research reports, she has published in peer-review journals and authored manuals, including “Patterns of Care for Childhood Malaria in Zambia” (Social Science and Medicine); Improving Community Case Management of Childhood Malaria: How Behavioral Research Can Help (AED Publication); A Guide to Research on Care-seeking for Childhood Malaria (AED/BASICS publication), and Comparing Care-Seeking for Childhood Malaria (BASICS publication). As Research Director for NetMark, she provided technical direction for a portfolio of studies on bednet use, including national household surveys, qualitative behavioral research among consumers and the trade, product trials, and communication research.

Prior to joining AED, Dr. Baume served as Senior Technical Advisor for Communication and Social Marketing for Wellstart International for three years, where she was in charge of applied research in association with various aspects of program and policy endeavors. She was a researcher for Applied Communication Technology (ACT) in Menlo Park, California for three years, where she was responsible for the evaluation of the long-range impact of the HEALTHCOM oral rehydration therapy campaign in Honduras. She has consulted for a variety of domestic and international organizations, focusing primarily on technical assistance in social marketing and applied research.

Dr. Baume received her advanced degrees from Stanford University with a Ph.D. in International Development Education and minor in communications (1989), an Ed.S. in Evaluation Research (1982), and an MA in International Development Education (1981). She did her undergraduate work in American Studies at the University of Michigan where she received a BA in 1969 and was awarded a diploma for one year of study at the Sorbonne, University of Paris. CHAD BLAIN, Operations Manager

Mr. Blain serves as Operations Manager and provides management support to all members of the team. Prior to joining AED, he has served professionally as a molecular biologist in recombinant genetic research. Mr. Blain spent five years with Amgen Inc. in the field of cancer research and molecular genetics. Following his years with Amgen, he spent two years as Research Specialist in Molecular Biology with the Harvard School of Public Health conducting research on a number of public health issues including environmental air pollution, HIV/AIDS and malaria.

Mr. Blain's interest in public health issues in developing countries has involved him in several ongoing community-based public health education programs in Uganda, South Africa and Nepal. Additionally, his past experience has included logistical and financial management in the nonprofit sector.

Mr. Blain spent his undergraduate years at Pepperdine University where he received a Bachelor of Science degree in biology in 1990. He is presently pursuing a Masters degree in International Relations/African Affairs at the School of International Service at American University here in Washington DC.

DELPHINE JOHNSON, Senior Finance Manager

Delphine JohnsonDelphine Johnson has over 9 years of experience in international finance, grant management, accounting and auditing operations for USAID funded projects and programs funded by the United Nations, multilateral banks, and country governments. Currently, she serves as Senior Financial Manager for NetMark and is responsible for the overall financial/business management of the project.

Prior to joining NetMark, Delphine Johnson worked for six years with various AED projects. She then served for three years as Deputy Director of Finance for the Whitman Walker Clinic where she managed the day to day operations of the finance department. She oversaw payroll administration, third party billing, contract administration, and accounts payable and also assisted with budgeting and reporting.

Ms. Johnson is a native French speaker who received her undergraduate degree with a major in Business Administration from l' Institut Universitaire de Technologie de Troyes in Troyes, France. She is fluent in English and speaks basic Spanish.

DAVID MCGUIRE, Project Director

David McGuireDavid McGuire, the NetMark Project Director, has gained recognition as a leader in the relatively new and growing field of public/private partnership for sustainable development. Mr. McGuire has educated high-level stakeholders in ministries of health, the commercial sector, and the international donor community on the usefulness and cost-effectiveness of public/private sector collaboration through shared risk and joint investment. He has brokered and managed a number of these partnerships in the areas of malaria prevention, AIDS prevention, promotion of child spacing and the prevention of diarrheal disease. He has worked and lived extensively throughout Africa and Asia.

Mr. McGuire is also Director of AED's Center for Private Sector Initiatives in Health. The Center designs, brokers and implements mutually beneficial partnerships with the private sector to create sustainable health impact.

A graduate of the University of Vermont with a major in French and Political Science, Mr. McGuire received a certificate in advanced studies of the European Community from the Institut Européen des Hautes Etudes International in Nice, France, where he also studied International Relations.

NANCY NACHBAR, Senior Program Manager

Nancy NachbarDr. Nancy Nachbar is a Senior Program Officer for NetMark and is Country Coordinator for the Academy for Educational Development in Kenya. She has over 12 years of experience in a range of substantive areas, such as malaria prevention and control, maternal and newborn health, infant feeding, drug management, child survival, social marketing, qualitative and quantitative research, and public-private partnerships.

Dr. Nachbar has been part of the NetMark team since 1999 and continues to lend technical and managerial guidance on strategic marketing, targeted subsidy programs, use of data for decision-making, and in overall program design and implementation. She currently resides in Nairobi, Kenya and has worked throughout Africa, as well as in Asia and the Caribbean.

Dr. Nachbar earned her BA in psychology/sociology and theater from Wesleyan University and received her masters of public health (MPH) and doctor of public health (Dr.PH) degrees from the Johns Hopkins University School of Hygiene and Public Health.

CAMILLE SAADÉ, Senior Marketing and Partnership Advisor

Camille SaadeCamille Saadé is the Director of the Private Enterprise Initiative at AED. He has served on NetMark's Technical Advisory Group since the beginning of the project. Mr. Saadé acts as a strategic marketing advisor to the NetMark project. Previously with the BASICS project, Mr. Saadé has spent considerable time developing and leading the implementation of a Public-Private Partnership model. This approach aims at mobilizing the commercial sector in mutually beneficial partnerships for sustainable public health interventions, such as the prevention of malnutrition, malaria & childhood illness, promotion of correct health behaviors, hygiene education, and the supply & demand for appropriate treatments.

Additionally, Mr. Saadé spent 20 years working in the pharmaceutical industry in different marketing and management positions in several international operations with J&J, Upjohn and Schering-Plough. He has taught a course in Social Marketing at Boston University since 1997. He received a first degree in Sociology (1970) from the Ecole Supérieure des Lettres, and a BA in Business Administration (1974) from St. Joseph University, both in Beirut, Lebanon. He is fluent in English, Arabic, French, Spanish, and conversant in Greek and Italian.

WILL SHAW, Senior Technical Advisor

Will ShawDr. Willard D. Shaw is an international development professional with extensive experience in the design and implementation of programs in child survival, behavior change communication, adult education, distance education, and public-private partnerships. He has worked on long-term field assignments in Nepal, Indonesia, and South Africa and overseen technical assistance to dozens of countries through such programs as the USAID Health Communication for Child Survival Project (HealthCOM) and NetMark. He has published 19 articles on various development issues. He holds a B.A. from Princeton University, an M.A. from the University of Hawaii, and an M.Ed. and Ed.D. from the Center for International Education of the University of Massachusetts/Amherst. Dr. Shaw also serves as a Vice President of the Academy for Educational Development.

Dr. Shaw is one of the original members of the NetMark team and served for five years as the project's Deputy Director, based in Johannesburg.


REGIONAL OFFICE, JOHANNESBURG SOUTH AFRICA

HAYLEY FRASER, Program Associate

As a student Hayley Fraser was employed by various agencies promoting products within the retail industry. After completing her university degree in Marketing Communications, she continued her part-time employment with Nashua Limited (Ricoh Corporation) in customer relations and market research.

Ms. Fraser joined NetMark in August 2004 and provides support to all regional and country staff.

HALIMA MWENESI, Technical Manager

Halima MwenesiDr. Halima A. Mwenesi joined The Academy for Educational Development (AED) at the inception of the NetMark Program in 1999. She continues to provide a remarkable level of technical knowledge and expertise to the NetMark project in the fields of research, policy and advocacy on ITNs and malaria. Prior to joining AED, Dr. Mwenesi worked for the Kenya Medical Research Institute (KEMRI) for fifteen years and also worked for WHO’s Special Program for Research and Training in Tropical Diseases (TDR) for three years. Over the last ten years, Dr. Mwenesi has focused mainly on technical, promotional and strategic policy issues related to scaling up of effective interventions for malaria prevention and treatment. The multi-disciplinary nature of the NetMark program has endowed Dr. Mwenesi with invaluable new skills in the area of social marketing, public/private partnerships and communications for behavior change.

Dr. Mwenesi continues to provide support to malaria efforts through her affiliation with numerous anti-malaria initiatives/committees sponsored by bilateral, NGO and government agencies around the world. She acts as the liaison person between the NetMark program, Ministries of Health, Roll Back Malaria partners and is the focal point for advice to countries for the Global Fund for AIDS, Tuberculosis and Malaria. Dr. Mwenesi sits on the Board of Trustees of the International Center for Diarrhoeal Diseases Research (ICDDR, B); and is the current Chairperson of the Multi-Lateral Initiative on Malaria (MIM/TDR) Task Force.

After completing her BA and MA, both in sociology, at the University of Nairobi in the mid-eighties, Dr. Mwenesi received her Ph.D. in Public Health Research at the London School of Hygiene and Tropical Medicine, University of London in 1993.

KAVISHA SINGH, Regional Finance Manager

Kavisha Singh Kavisha started her career at the Department of Health in KwaZulu-Natal in 1995 where she worked in the divisions of Finance, Procurement and Administration. In March 2000 she relocated to Pretoria to work at World of Work Consulting, a communication consulting firm specializing in organizational transformation, where she held the position of Office Manager.

In March 2001 she joined AED’s Education IQC in the capacity of Office Manager/Procurement Specialist in Pretoria. Kavisha thereafter officially joined the AED/Netmark Project in December 2001. Having worked collectively for eleven years in the public, private and NGO sectors, she has extensive experience and knowledge in the financial, logistical, procurement and administration fields.

She holds qualifications in Advanced Management, Bookkeeping Information Technology. She is currently pursuing her final year Master of Business Administration (MBA) degree.

In her current position, she provides support and oversees the financial, procurement and administrative related aspects for the South African, Nigerian, Ethiopian and Ugandan offices.

JUAN MANUEL URRUTIA, Deputy Director

Juan Manuel UrrutiaJuan Manuel Urrutia is a mathematician from Institut National de Sciences Appliquées from Lyon France, with an MBA from Universidad de los Andes. He is an experienced professional in the areas of strategic planning, project management in social marketing, finance, NGO development and sustainability, and policy development. He is fluent in English, French, and Spanish.

He has strong international experience as he has worked with both private and public sector social marketing institutions in the areas of Population and Reproductive Health in Africa, Asia Latin America and the Caribbean.

Mr. Urrutia worked for The Futures Group International as Regional Manager and Deputy Director for social marketing programs in Latin America, the Caribbean, and Africa between 1989 and 1998.

He also worked as a high-level staff member for the president of Colombia twice between 1982 and 1986, and again between 1998 and 2002 when he directed the ICBF, the Colombian equivalent to the Health and Human Services Department. Mr. Urrutia was responsible for the development and reinforcement of relationships between the public sector and the private sector in areas as diverse as nutrition, child abuse, child protection, safe motherhood, and early education. Under Mr. Urrutia’s leadership, the ICBF had an annual budget of about 400 million US Dollars, with 5000 employees working in 34 regional offices and 200 local centers.

FIELD OFFICE, ACCRA, GHANA

JOSEPH ADDO-YOBO, Regional Manager - West Africa

Joseph Addo-Yobo is a pharmacist by trade and is currently NetMark's Country Coordinator for Ghana. After his housemanship with the leading teaching hospital in Ghana, Korle-Bu Teaching Hospital, he worked with Janssen-Cilag as a medical representative. He then moved on to become a consultant medical representative for AstraZeneca until he joined NetMark in 2004. Mr. Addo-Yobo holds an MBA in Marketing and a Bachelor's degree in Pharmacy. He is a former national athelete and has participated in a number of international competitions for his country, including the 26th edition of the commonwealth games held in Kuala Lumpur, Malaysia.

FELIX NYANOR-FOSU, Country Manager

Felix Nyanor-Fosu joined NetMark as a Country Manager for Ghana in July 2007. His duties as a country manager include the day-to-day implementation of the NetMark work plan, overseeing and supporting the activities undertaken by NetMark’s subcontractors, commercial partners and their local agents and distributors and representing NetMark, as directed by the Regional Office, with the National Malaria Control Program, USAID, UNICEF, and other local agencies and organizations involved in malaria prevention.

Felix Nyanor-Fosu graduated from the Kwame Nkrumah University of Science and Technology, Kumasi-Ghana, with a B. Sc degree in Biochemistry in 1998. After his undergraduate degree he worked as a Medical Sales Representative for Wockhardt Pharmaceuticals, Glenmark Pharmaceuticals Ltd and Abbott Laboratories. His work as a medical sales representative offered him the opportunity to interact extensively with the personnel of the country’s health sector both in the private and the public institutions.

Felix obtained an MBA degree in Marketing from the University of Ghana Business School in 2006.


PRINCE OWUSU, Program Officer

Prince Owusu joined NetMark in November 2007 as a Program Officer. Before joining NetMark he worked with Reiss & Co.Limited, a NetMark partner, and was responsible for marketing its malaria vector control products including ITNs, retreatment kits and insecticides for Indoor Residual Spraying (IRS) and larviciding.

Mr. Owusu also worked with Gannat Farms Limited as an Agronomist after completion of a Farm Manager Apprenticeship Program by Amex International, Inc. under the USAID funded Ghana Trade and Investment Reform Program (TIRP).

He graduated from the University of Cape Coast in 2000 with a Bachelor of Science in Agriculture.

ISAAC OSEI-OWUSU BEDIAKO, Program Officer


Isaac Osei-Owusu Bediako is a pharmacist by profession with experience in community pharmacy practice and medical representative. Mr. Bediako joined NetMark as a Program Officer in November 2007.

Mr. Osei-Owusu did his housemanship at Komfo Anokye Teaching Hospital, one of the leading hospitals in Ghana. He worked with KRKA pharmaceuticals as a medical representative after which he became superintendent Pharmacist for the Numensh pharmacy. He then joined Komfo Anokye Teaching Hospital shortly as a hospital pharmacist.

Following that time, he was a consultant for NetMark's ITN voucher scheme and retreatment exercise for NetMark Ghana.

Mr. Osei-Owusu holds a Bachelor's degree in Pharmacy and a member of the Pharmaceutical Society of Ghana.

FIELD OFFICE, LAGOS NIGERIA

OLUWOLE ADEUSI, Country Manager

Oluwole AdeusiOluwole Adeusi, NetMark’s Lagos Field Distribution Coordinator, is a Pharmacist with over 13 years of sales and marketing experience that spans various organizations.

Mr. Adeusi first worked with CHI Pharmaceuticals Ltd. (NetMark partner) as Regulatory Affairs/ ITN Sales Manager. He then moved to CONOIL PLC, a major marketer in the downstream oil sector, where he was a Depot Manager responsible for a tank farm of 4 Million litres of petroleum product situated right in the center of the hostile and highly volatile Warri, Delta state. He joined AED/ NetMark in September, 2004.

Mr. Adeusi has a B.Pharm degree (Obafemi Awolowo University) and a Post-Graduate Diploma in Human Resource Management (University of Lagos).

BENSON NWOSU, Finance and Office Administrator

Ben NwosuBen Nwosu is a graduate of Economics and an MBA (Finance) from University of Benin, Nigeria. His over 14 years career and work experience in Finance/Adminisration span organizations such as IAS Cargo Airlines, Embassy of the Republic of Korea and Johns Hopkins University Centre for Communication Programs (JHU/CCP). He joined AED/NetMark in October 2004.




FIELD OFFICE, DAKAR SENEGAL

FANA SYLLA SAKHO, Country Manager

Mrs. Sylla Sakho is a senior strategist in Rural Communities Development in Africa, a career she embraced at ENDA Tiers Monde in Senegal, after graduating in Bio-Industrial Technologies and Crop Productivity in France. While at ENDA Tiers Monde, Fana led a partnership with the University of Dakar, in the upgrading and modernization of the “tissue culture” Lab, in the Faculty of Sciences and Biochemistry. Additionally, Mrs. Sylla Sakho holds a Master of Science in Agronomy from the University of California.

Mrs. Sylla Sakho has solid experience in public health, beginning with her role in the development of a new insecticide for bednets, under the name of “Plexus 25” which was launched in 2003. This pilot program was presented to the first lady and served to bundle 800 nets distributed to vulnerable populations in the Southern region. Along with the treatment kit, Mrs. Sylla Sakho developed a training program for indoor residual spraying (IRS) for health workers of the National Hygiene Services to commercialize the SENCHIM IRS products.
Since July 2005, she has worked as AED/NetMark Senegal Country Manager.
Mrs Sylla Sakho is native French speaker and is fluent in English.


FIELD OFFICE, KAMPALA UGANDA

ALLAN WERE, Country Manager

Allan WereAllan Were joined NetMark as Uganda Country Coordinator in August of 2005, after many years of marketing experience.

After obtaining a degree in Economics from Makerere University, Kampala, Mr. Were joined Unilever Uganda in 1996 as a Management Trainee for Marketing. He worked as a Customer Service Representative and Area Sales-In-Charge in Kenya and in Uganda at different times. In this position, he was involved in a pilot exercise to reform the company's distribution network in East Africa. He later went on to hold several Brand Manager positions in Uganda, Rwanda, and Kenya. At Unilever Uganda, he was also responsible for Experiential Marketing and was Champion for Innovation Process Management.

After Unilever he joined Africa Online (an internet service provider) as Sales & Marketing Manager for Uganda. He thereafter joined Uganda Post Limited as General Manager, Marketing & Sales. At Uganda Post Limited he was responsible for setting up a functional Marketing & Sales Department, and for re-orienting the former monopoly towards commercialization and profit.

Mr. Were's previous work experience has equipped him with a deep understanding of the Ugandan and East African market.

SOPHIA NALUZZE, Finance & Administrative Assistant

Sophia G. Naluzze joined Netmark as the Finance and Administrative Assistant in May 2007. Sophia is a chartered accountant with ACCA.

Before Joining Netmark, Sophia worked with Mukwano Industries Limited, the leading FMCG manufacturer in Uganda. At Mukwano, Sophia worked as an Accounts Officer, in charge of the company treasury, where she was responsible for bank and customer accounts reconciliations, among other duties.

Previously, Sophia worked with Entrepreneur Consultancy Services (ECOS) as an Accounts Assistant. At ECOS, Sophia supported several assigned private companies with audit and accounting services, as well as training their staff to use accounting software.
