The 2001 Abuja Declaration on Roll Back Malaria
in Africa includes a statement committing participating Governments
to reducing taxation on nets, netting and related insecticides. Such
measures are expected to increase the utilization of insecticide-treated
and untreated nets and reduce the public health and the economic impact
of malaria. This report presents a conceptual framework and the related
literature review as a contribution to the development of a computer-based
advocacy model, hereafter called the Model, which specifies these relationships.

A matrix summarizing the current status of taxes and tariffs on mosquito
nets and ITNs in 30 countries in sub-Saharan Africa.
NetMark "MORENETS" Model: MORENETS is an
advocacy tool regarding malaria. The spreadsheet component of the model
estimates the high cost of malaria burden in a country in terms of sickness,
deaths and economic productivity losses. The MORENETS model has been
used in advocacy efforts to eliminate taxes and tariffs on insecticide
treated bednets (ITNs) in order to increase the affordable and sustainable
supply of nets to all citizens. MORENETS has been used on an individual
country basis and also in regional workshops for countries in southern
and eastern Africa, and in Western Africa, respectively. For more information
