MALI

NetMark was active nationwide in Mali from 2003 to 2006. The targeted subsidies program focused on the Koutiala Circle region in the south of the country. NetMark partners included:

ENABLING ENVIRONMENT

Taxation and tariffs, economic rescession, leakage of “free” nets into the marketplace, and competing programs funded by donor organizations prevented the expansion of a sustainable commercial market for ITNs in Mali, so the program ran only until 2006. Despite these challenges, the discount voucher subsidy program was successfully established in one pilot region

SUPPLY OF ITNs

Brands and Sales: 2
NetMark helped develop the retail market for ITNs in Mali. A total of 791,307 ITNs were sold by NetMark commercial partners in retail outlets in Mali from 2003-2006. NetMark also worked with PSI on the marketing of insecticide treatment kits.

Retail Outlets/Accessibility:
During the project’s period of performance, formal NetMark partners greatly expanded their distribution outlets, creating over 400 new retail sales points. In addition, approximately 300 pharmacies received ITN stock from pharmacy wholesalers aligned with NetMark. By 2006, new distributors were entering the ITN market, increasing the number of commercially available brands and distribution outlets.

Price:
By 2006, retail price reductions of up to 30% for ITNs were achieved due to competition between distributors.

EQUITY – VOUCHER PROGRAM AND FREE NETS

In 2004, NetMark launched its targeted subsidy discount voucher program as a pilot project in Koutiala Circle, targeting pregnant women. Over 11,000 vouchers were distributed, with a redemption rate of 79%.

HOUSEHOLD OWNERSHIP AND USE

Due to the changing circumstances in Mali, it was decided not to conduct a household survey in 2006.
